ROCK HALL TOWN COUNCIL MEETING REPORT

November 4, 2019

UTILITIES BOARD/WORKSHOP               

 PRESENT: Jacobs, Andrews, Jones, Edwards, Collyer (Resele)

NOTE: For the most part, both meetings were extended reports and detailed discussions about many new and ongoing projects and concerns regarding a variety of issues, concerns, problems, and plans. For a complete report of what Mayor, Council, and Town Manager reported, discussed, and decided, go to two-hour-plus video stream on Town website.

 ACTIONS TAKEN BY VOTE TO:

  • Approve agenda as amended
  • Approve minutes of September 30 meeting

 OTHER

  • Two requests for sewer credit were considered, with no decision; discussion conducted about possible change in Code with regard to multiple metered-structures; detailed reports provided and discussions conducted re: water and wastewater treatment plants and pumping stations; engineering firm has been selected to begin enhanced nutrient removal (ENR) project at wastewater plant; on-call engineer has been selected for water meter project and billing software; SERCAP water rate study is in progress; Kent County water service agreement discussion is underway

 OTHER

  • Detailed reports and discussions were conducted by Mayor, Council, and Town Manager with regard to Town banking accounts and procedures; street equipment; drainage problem on Beach Road; needed maintenance and repairs for the Municipal Building; possible new trash collection system; in-house preventive maintenance schedule; possible Code revisions for sediment control, ethics (Ch. 15), commercial trash (Ch. 125); criteria for special events; easement questions re: dead tree removal in Watermans Estates; Town’s facilities request form; IT operations; brush pile
