Approve agenda as presented
Defer action on Waterman’s 1st quarter water bill pending further information

ACTIONS TAKEN WITHOUT VOTE TO:
Table approval of minutes from June 3 meeting
Issue RFP for engineering study for Town wastewater plant
Defer action on sewer credit request; invite customer to attend meeting

OTHER
Mayor & Council discussed Town water plant’s filters as likely source of water problems, grants available to replace filters, Rte 2 sewer line repair, installation of back-flow preventer, grants available to repair ditches, and quotes for automating water meters

Approve June 3 workshop minutes
Approve June 27 hearing and special meeting minutes
Un-tag and un-insure four surplus vehicles; accept offer for one; advertise Town will accept best offers on other three for 30 days; scrap what’s not sold
Advance $400 toward Pirates & Wenches transportation costs, to be repaid

ACTION TAKEN WITHOUT VOTE TO:
Sell old lawn mower for $800

OTHER:
Annual financial audit to be completed by end of October
Jacobs and Andrews addressing need for Town-based planning and zoning capability; have asked County to extend P&Z services to August 31
Mayor & Council reported near a decision on new Town Manager
Head Start program terminated lease July 31, citing lack of participants
Town to stick with prior decision regarding brush pile and recycling bins
M&C discussed Town’s support/participation in Pirates & Wenches event; stated this is not a Town-sponsored event; reported overtime cost to Town at $2,800; noted that sponsoring groups are Main Street Committee, Rock Hall Yacht Club, Lions Club; clarified liability insurance details; discussed funding for Town trams and Delmarva Community Transit shuttles
M&C discussed problems and projects for Town beach and possible grant to prevent flooding at Civic Center, and stated Town is not a co-applicant for Haven Harbour South’s water line permit from MDE and Corps of Engineers

Accept Bramble Co.’s terms and conditions, including price list, and $64,107 bill for Rte. 20 sewer line repair
Approve hiring four “riders” for trams on Saturday for Pirates & Wenches
Waive reading full text for proposed zoning text amendment
Modify brush pile hours: Will be open for Town residents 12-4 Thursday-Sunday
Approve sale of Town’s four surplus vehicles as priced (total $1,100)

Jones to convene meeting to discuss grant application to fund repairs on drainage and bathrooms at Civic Center

Robert “Bob” Resele introduced as Rock Hall’s new Town Manager
Streets and Sanitation: Decision due to repair or replace dump truck; backhoe back in service; Civic Center playground has been repaired; four water leaks repaired; preventive maintenance schedule being created
Water and Sewer: RFP for engineering study at wastewater plant is out; looking into funding for automatic water meters; sewer lines to be “camera-ed”; looking into USDA grant for engineering study at water plant; Garden Club looking into mini-grant for beach; looking into 12-point alarm system for water plant; alarm failure at pumping station under repair; Town to hire new plant operator; back-flow preventer installed at water plant; waiting on quotes to replace two wastewater plant pumps; MDE to conduct annual water plant inspection; preventive maintenance schedules being created
Parks and Recreation: Looking into new activities for children; looking into funding for pitching machine; drainage still a problem at Civic Center
County planning and zoning contract extended to August 31; closed session will consider four possible P&Z contractors
Resele reported on trams’ ridership by month and fares collected
Town is looking to establish “on-call” agreements with contractors, such as plumbers, electricians, etc.
Ordinance 2019-03 (Zoning Text Amendment-Signs) was introduced; public hearing on Sept. 12
