ROCK HALL COUNCIL MEETING REPORT REGULAR MEETING June 13, 2019

PRESENT: Jacobs, Andrews, Edwards, Jones (Loller, MacLeod, Dempsey)

ACTIONS TAKEN BY VOTE:
• Approve meeting agenda
• Approve minutes for May 9 meeting
• Waive RHVFC $500 fee for text amendment application
• Introduce Emergency Ordinance 2019-02 (FY2020 Budget and Tax Rate)
• Go into closed session re: personnel matter

ACTIONS TAKEN WITHOUT VOTE:
• Andrews to look into noise, etc., complaints re: Wheelhouse restaurant
• Collyer to look into new location for recycling dumpsters
• OK “climate resiliency” presentation for future workshop meeting

OTHER:
• Immediate and on-going operational problems with water and wastewater treatment plants are being dealt as priority #1
• One tram currently out-of-service with broken suspension; trams to operate in-town only; speed no more than 15 mph; 10-rider cap; no more services to Green Lane, Spring Cove, Lawton Ave.; looking into no-hands communication system for drivers; van for out-of-town services being looked into; no trams in July 4 parade; new driver logs, driver guidelines, and grievance procedure in place; policies re: unaccompanied minors and open containers will be considered
• Mayor and Council propose to raise property tax by 2 cents; public hearing on 2020 budget and tax rate on June 27 at 6:00 p.m.; vote by M&C that date requires super-majority
• Proposed 2020 budget available at Town office
• Town will ask County Commissioners to extend Planning and Zoning contract to end of year
• Deadline to apply for Town Manager position is June 15
• Communications Board/Town web site situation will be taken up once budget process is complete
• Costs for year-to-date debt service and repairs have been added to monthly financial report
• Town to limit access to site for dumping yard waste
• Parks & Recreation: plans for July 4 well underway; baby beauty contest and dance at RHVFC June 28; no beach party this year; dugout covers to be installed in fall; beach needs sand; Girl Scouts proposing trash cans at tram stops
• No Utilities Board meeting on July 1
