  • Adopt resolution to apply for UDSA grant for municipal building roof repairs
  • Go into closed session to discuss personnel matter
  • Amend health insurance provision in personnel policy

OTHER:

  • Members of the public attending were not permitted to address the Mayor and Council at the end of the meeting, a violation of Town Code Chapter 25-3.

At the March 4, 2019 Utilities Board meeting and the following Council Workshop meeting, the Mayor and Council did not give any opportunity for any residents to be heard as they abruptly adjourned the meetings as though it was planned to do so.  This was a direct violation of the town charter. Even with the town attorney present and an objection by one resident, they would not reconsider. It is amazing how they disrespect our law.

Article III THE COUNCIL

Section 308 Meetings of the Council

The newly elected Council shall meet the first Monday following its election for the purpose of organization, and election of one of its members to serve as Vice President of the Council (Vice Mayor), after which the Council shall meet regularly at such times as may be prescribed by its rules but not less frequently than once each month. Special meetings shall be called by the Clerk-Treasurer upon the request of the Mayor or a majority of the members of the Council. All meetings of the Council shall be open to the public except in special and appropriate circumstances when meetings may be closed in accordance with Subtitle 5 of Title 10 of the State Government Article, Open Meetings Law, of the Annotated Code of Maryland, as amended from time to time. The rules of the Council shall provide that residents of the town shall have a reasonable opportunity to be heard at any meeting in regard to any municipal question.

    Here are several questions that could have been asked at last night’s Mayor and Council meeting:

    (1) Mr. Jones: Given that the Town of Rock Hall is close to—or maybe already is—running a budget deficit, what measures do you plan to recommend for the Council to cut non-essential spending?

    (2) Mr. Jones: The recent financial audit had 15 findings. Which three do you plan to have the Council address first? Also, because you, yourself, are the subject of several of the audit’s 15 findings, do you plan to recuse yourself from discussing and crafting new policies to address them?

    (3) Mr. Jones: A utilities rate increase of 15% imposes a hardship for many in Rock Hall. Why you didn’t consider the recommendation made by other Council members while previous budgets in previous years were being considered for modest increases to utility rates?

    (4) Mr. Jones: In January, you reported that you and Councilwoman Kuechler were working with the Maryland Municipal League to identify several new sources of revenue for the Town. In the past two months, what new sources of revenue have you identified?

    (5) Mr. Jones: When will the Town Manager provide a comprehensive list of major infrastructure maintenance and repair projects that need to be done, along with cost estimates?

    (6) Mr. Jones: Given that the Town should be providing a vehicle for the Town Manager to use on official business, and given that other Town employees should have access to a Town vehicle for official business too, why don’t you turn in that surplus police vehicle that’s parked in your driveway so that the Town Manager and other employees can use it.
