ROCK HALL TOWN COUNCIL MEETING REPORT 11/9/17

REGULAR MEETING  November 9, 2017

Present: Jones, Kuechler, Andrews, Edwards, Nesspor (plus Fithian, Sutton, Parry)

ACTIONS TAKEN BY VOTE TO:

  • Approve agenda
  • Approve Ordinance 2017-06 public hearing minutes
  • Approve minutes of October 12 meeting
  • Keep three benches at Sharp and Main until property question is settled
  • Have attorney update language in Ordinances 2017-02 and 2017-03 and then schedule for Council consideration and action

ACTIONS TAKEN WITHOUT VOTE TO:

  • Postpone Catholic Ave. project until spring (warm weather)
  • Approve Town staff to have off December 27-29 (except necessities and emergencies)
  • Approve Jen Barnes, Mark Einstein, Brian Nesspor to take steps as they see fit to look into Rock Hall harbor channel dredging

OTHER

  • Parry reports state has OK’d benches at Town beach at no extra cost because located in sustainable community
  • Parry will investigate grant prospects for fixing Municipal Building (full grant report at Town office)
  • On advice of counsel, Jones did not report on Open Meetings violation opinion issued November 1, and did not require Council members to sign copy of opinion and return to Compliance Board

UTILITIES BOARD & WORKSHOP

October 30, 2017

UTILITIES MEETING

Present: Jones, Kuechler, Andrews, Edwards, Nesspor (plus Fithian, Thomas)

ACTIONS TAKEN BY VOTE TO:

  • Approve agenda.
  • Approve minutes of October 2 meeting.
  • Approve sewer credit request for trailer park.
  • Approve sewer hookup request for Rock Hall Landing.

ACTIONS TAKEN WITHOUT VOTE TO:

  • Accept sewer allocation report as presented (no change).

 WORKSHOP MEETING

 ACTIONS TAKEN BY VOTE TO:

  • Approve agenda as amended.
  • Approve minutes of October 2 meeting.
  • Conditionally approve agreement for small wireless facility.

OTHER

  • Jones announced the Parks and Recreation Department plan for a hat parade only on New Years Eve.
  • Fithian will provide cost estimate for repairs after Municipal Building inspection report has been completed/submitted to Town.
  • Main Street Manager Meg Parry will attend November 9 Council meeting to explain why State cannot reimburse Town for five benches installed at beach ($5,000).
  • Ordinances Nos. 2017-02 (Special Events) and 2017-03 (Licensing) tabled on May 1 will be on November 9 meeting agenda.
