REGULAR MEETING

Present: Jones, Kuechler, Andrews, Edwards, Nesspor (plus Fithian, Sutton)

ACTIONS TAKEN BY VOTE:

  • Approve agenda
  • Approve August 10 meeting minutes
  • Revise amended closed meeting minutes from January 12
  • Revise amended closed meeting minutes from February 9
  • Authorize Parks & Recreation board to explore grant funding for dog park
  • Authorize Nesspor and Edwards to research cost of fencing and water supply for dog park
  • Adopt Ordinance 2017-07 authorizing general obligation bond for water-related projects ($938,000 over 40 years)

ACTIONS TAKEN WITHOUT VOTE:

  • None

OTHER

  • Financial Report: $9,269 in General Fund; $21,389 in Utilities Fund. Property taxes outstanding, $40,816; utilities outstanding, $9,837
  • Resolution to establish Town-administered hurricane relief fund (Harvey, Irma) failed for lack of motion
  • Fithian will check on possible liability issues related to a dog park
  • Resolution 2017-06 (Small Wireless Facility) was introduced
  • Town staff will follow up on three recommendations from Communications Board

  • Adopt Interim Financing Resolution 2017-08 ($939,000 for utilities projects)

  • Allocation report accepted as presented
  • Discussion: financing and payback for new utilities bond; no action

 

WORKSHOP MEETING

  • Approve agenda
  • Approve minutes from July 31
  • Approve spraying for mosquitos at least twice more during 2017
  • Approve trams operating Friday, Saturday, Sunday only until November 1
  • Appoint Meg Parry and Kailee McCoy to Parks & Recreation Board
