ROCK HALL TOWN COUNCIL MEETING REPORT May 22, 2017

UTILITIES MEETING

Start Time: 7:03 p.m.

Roll Call: Jones, Kuechler, Andrews, Fithian

ACTIONS TAKEN BY VOTE TO:

  1. Approve agenda.
  2. Adjourn at 7:13.

ACTIONS TAKEN WITHOUT VOTE TO:

Accept monthly sewer allocation report as presented.

OTHER:

  1. Fithian recommended that the $27,020 not allocated in proposed FY2018 budget be kept in Utilities budget as an unspent, unallocated reserve in a miscellaneous line item.
  2. Bid deadline for Catholic Ave. project has been extended to May 31.
  3. One-sewer-credit-per-lifetime restriction no longer applies, per resolution previously adopted by Council, provided other criteria are met.

 WORKSHOP MEETING

 ACTIONS TAKEN BY VOTE TO:

  1. Approve agenda.
  2. Approve letter from Town to DHCD in support of Community Legacy Grant application that would provide $250,000-300,000 in State funds to Steve Maloney to construct 15-room hotel on Main Street.
  3. Adjourn at 8:15 p.m.

 ACTIONS TAKEN WITHOUT VOTE TO:

Re: Pending demolition of warehouse at 21260 Rock Hall Avenue, Council directed Fithian to present Town’s options to property owner; wait to see if up to three demolition bids are submitted; obtain Town Attorney’s advice how to proceed; and report to Council at June 7 meeting.

 OTHER

Main Street Manager Meg Parry and Council discussed applying for grants for an operational assistance grant to pay for her position and a grant for Bayside Avenue sidewalk. Grant funds now available to begin sidewalk concrete/bricks work plus trees, benches, trashcans on Main Street and the Oyster Court renovation project. Parry is looking into what constitutes an “Enterprise Zone,” and if Rock Hall might qualify.

REGULAR MAYOR AND COUNCIL MEETING  

Start Time: 7:30 p.m.

Roll Call: Jones, Kuechler, Nesspor, Edwards, Andrews

ACTIONS TAKEN BY VOTE TO:

  1. Approve meeting agenda
  2. Adopt Resolution 2017-05 (“Small Wireless Facility”) and refer to Planning Commission
  3. Adjourn at 9:27 p.m.

ACTIONS TAKEN WITHOUT VOTE TO:

  1. Defer vote on minutes for 4/13 hearing and meeting pending advice from counsel
  2. Schedule upcoming meetings to discuss budget May 18; conduct utilities meeting and workshop May 22; conduct hearing on budget before regular M&C meeting June 7
  3. Introduce Ordinance 2017-05 (“Small Wireless Facility”)
  4. Introduce Ordinance 2017-06 (Town’s FY 2018 budget)
  5. OK for participants to tent at Civic Center for June triathlon
  6. OK Town Manager to seek warehouse owner’s permission to post “No Trespassing” signs on property (21260 Rock Hall Ave.) and to have dumped refrigerators removed

OTHER:

Rock Hall Fire Department given Community Spirit Award

Trams to start operating weekend of May 19, 20, 21

Mayor & Council Organizational Meeting May 8, 2017

The Rock Hall Mayor and Council organizational meeting was held on Monday night at 7:00 pm. Congratulations to our newly elected and duly sworn in council members, Beth Andrews and Timmy Edwards.

The roster for the 2017-2019 Mayor & Council term is:

Brian Jones…Mayor

Rosalie Kuechler …Vice-Mayor…Liaison to the Streets & Public Works Department and the Museum Board

Beth Andrews… Liaison to the Planning Commission and the Communications Board

Timmy Edwards… Liaison to the Parks & Recreation Board

Brian Nesspor… Liaison to the Water & Sewer Department

Ron Fithian provided the council members a proposed budget for the next fiscal year. The Council voted to hold a Public Budget Hearing on May 18th at 7:00 pm.
